AUBREY A. STEPHENSON, MBA, CGFM, AIB

President & CEO

For over 35 years, Mr. Stephenson has directed teams of specialists in finance, accounting, auditing, banking, government procurement, information technology, and security services at several Federal, State, Local, and International agencies—including the U.S. Department of State, U.S. Department of Commerce, the U.S. Department of the Treasury, the Internal Revenue Services, the National Science Foundation, the National Institute of Health, the U.S. Department of Defense, the U.S. Department of Homeland Security, the U.S. Department of Justice, the U.S. Small Business Administration, the European Union, and the Caribbean Community and Common Market (CARICOM).

Mr. Stephenson is a veteran of the United States Army where he served as a Military Police and a Public Affairs Specialist. He is a graduate of the U.S. Military Police Academy and Defense Information School (DINFOS). He holds a Bachelor of Business Administration (magna cum laude) Accounting; a Masters of Business Administration; Bachelor of Arts in Economics; and several professional certificates in accounting, auditing, banking and finance. He has completed several years of post-graduate studies in Public Administration and has served as an Adjunct Professor at the undergraduate and graduate levels. His professional designations include CGFM (Certified Government Financial Manager), and he is a graduate of the American Institute of Banking (AIB).

Aubreana Stephenson-Holder

Chief Operating Officer (COO)

As COO, Mrs. Stephenson Holder works with the Human Resources and Payroll Department to streamline communication regarding employee relations as well as assists in all aspects of Business Development. Along with her title of COO, she is also a Project Manager responsible for successful management of numerous projects and selects and leads the teams for her projects and holds over 15 years of government contracting and management experience.  Along with her management skills, Mrs. Stephenson-Holder is the lead on contract negotiations for the company. She is a member of the Society of Human Resources Management and a member of the American Bar Association.

Mrs. Stephenson Holder received her Bachelor’s Degree from the University of Maryland, College Park and a Juris Doctorate from the David A. Clarke School of Law. She has several Certificates from George Mason University for Government Contracting Education, Project Management, Human Resources, and Accounting Services. As well as won numerous awards for her leadership skills and community involvement, such as The Maryland Daily Record Journal’s – Top 100 Women and VIP List, The Network Journal 40 Under Forty Dynamic Achievers and The Leadership Cent of Excellence Awardee.

George Stephenson, M.S., CGFM

Vice President

George Stephenson is the senior vice president of FMS’ public sector business unit. His clients have included Department of State, Department of Justice, Department of Health and Human Services, Department of Homeland Security, United States Air Force, and the Government of the District of Columbia.

George joined FMS in 2000 and has over 10 years’ experience working with the Public Sector in advisory roles and working directly with both the Federal and Local Governments. At FMS, his roles span our full range of services to the public sector, including Consulting, Financial Management, Grants, Audit & Risk Advisory Services, and Information Technology.

George is a cum laude graduate of the University of Maryland Robert H Smith Business School, where he received his Master’s and Bachelor degree in Business and Accounting. He’s also a Certified Government Financial Manager (CGFM) issued by the Association of Government Accountants (AGA).

Terry Valladares

Senior Project Director

Mr. Valladares has more than 10 years of experience establishing and managing government contracts for FMS at DHHS and DOJ. Mr. Valladares has been responsible for project management, corporate marketing, business development, capture and proposal activities, and customer retention at FMS. He is currently the Project Manager for the program operations and IT support contract at Treasury’s State Small Business Credit Initiative.

Mr. Valladares holds a Bachelor of Science degree from McGill University, where he was a Commonwealth Scholar, and a Master of Science degree from the University of Maryland at College Park through the Graduate Fellowship Program. He is a member of the Project Management Institute (PMI).

Amos C. Townsend

Director, Information Technology Practice

Mr. Townsend has over 33 years of experience in Information Technology (IT) management, acquisition management, human capital management, software development, telecommunications, and project management in the Federal government. His experience includes all levels of management including as a Senior Executive Service (SES) leader in delivering software for modernizing tax administration processing at the IRS and providing modernized telecommunications capabilities for the Department of the Treasury. He served as an Instructor in Project Management at the Graduate School. He is currently the Project Manager for an Information Technology documentation support effort at the Internal Revenue Service supporting software development projects to implement the tax processing aspects of the Affordable Care Act (ACA).

He holds Bachelor of Arts and Master of Arts degrees from the University of Alabama at Birmingham (UAB), a Masters Certificate in Project Management from ESI/George Washington University, and is a certified Project Management Professional (PMP).

Christina Stephenson-George

Business Manager

Mrs. Stephenson-George has over 15 years accounting, administrative, and managerial experience with various government agencies.   She retains management control over expenses through fund execution, tracking, and general oversight. Mrs. Stephenson-George oversees the Payroll and HR Department.

Mrs. Stephenson-George holds a Bachelor’s of Science Degree in Business Management. She is also a member of Society of Human Resource Management and American Payroll Association.

Oslen Best

Contracts Manager & Facility Security Officer (FSO)

Mr. Oslen Best as a FMS employee has over 13 years of experience in Government Contracting and Industrial Security Management. He is responsible for the administration and management of all FMS Contracts and Subcontracts in compliance with Company Policy and Federal Acquisition Regulations. He interacts with all departments of the business; Management, Finance and Accounting, Legal, Project and Program Management, Human Resource Management and Business Development to ensure efficient contract performance. As Facility Security Officer (FSO) Mr. Best is the Key Management Personnel (KMP) responsible for Federal Management Systems’ compliance with and its obligations under the National Industrial Security Program (NISP); to safe guard unauthorized disclosure of Classified Information. He performs security clearance vetting, training and initiation for personnel clearance for FMS employees.

Mr. Best holds a Bachelors of Social Science Degree in Economics and a Master’s in Business Administration (MBA). He is a Certified Professional Contracts Manager (CPCM), a Certified Federal Contracts Manager (CFCM), a Certified Schedules Contracts Manager (CSCM) and holds a Facility Security Officer (FSO) Certificate. He is a member of the National Contract Management Association (NCMA) and the Capital Industrial Security Awareness Council (CISAC).
