Federal Management Systems becomes Federal Management Systems, Inc. (FMS)

With the change to FMS Inc., the firm expands its array of services to include housing and mortgage finance consulting, commercial and consumer loan packaging, legislative research, auditing, economic development assistance, business management training, and counseling.

FMS is certified as an SBA 8(a) firm and classified as a Veteran Owned Small Business

The U.S. Small Business Administration (SBA) approves FMS for participation in the 8(a) program and certifies FMS for a range of standard industrial classification areas including: accounting, facilities management, research and development, technical publications, computer programming, computer data entry, computer services, telecommunications, banking and finance, engineering services, administrative and general management consulting and security services.

FMS grows its customer base

FMS wins contracts for business management, management consulting and editorial support at the Inter-American Foundation (IAF), the U.S. Department of Interior (DOI) and the U.S. SBA.

FMS expands into security management

The U.S. Department of State (DOS) awards FMS contracts for security services at the U.S. Embassies in Guyana, Bahamas, and Curacao. FMS wins contract for intelligence and criminal research assistance to Virginia, Maryland, and the District of Columbia for their High Intensity Drug Trafficking Area (HIDTA) programs.

FMS documents accounting and financial management processes and develops business process models at Federal agencies

The U.S. Department of Commerce, U.S. Department of Justice (DOJ), and the Bureau of Engraving and Printing (BEP), award contracts to FMS to develop business process models, accounting and financial policies and procedures in compliance with Federal accounting standards and requirements.

A landmark year for FMS as the firm wins large Indefinite Delivery Indefinite Quantity (IDIQs) contracts and Blanket Purchase Agreements (BPAs) at the Immigration and Naturalization Services (INS), Immigration and Customs Enforcement (ICE), Bureau of Engraving and Printing(BEP), U.S. Department of Agriculture (USDA).FMS provides remedial accounting, financial management, auditing, and systems support to enable agencies to meet the requirements of the CFO Act of 1990, Federal Managers’ Financial Integrity Act (FMFIA) and OMB Circulars: A-123 Management’s Responsibility for Internal Control and A-136 Financial Reporting Requirement, Federal financial Management Improvement Act (FFMIA) and Improper Payments Elimination and Recovery Act (IPERA).

FMS expands into Library Services and Facilities Management at NIOSH, EEOC, PBGC, and the DCPS

With contract wins at the National Institute of Occupational Safety and Health (NIOSH), the Equal Employment Opportunity Commission (EEOC), Pension Benefit Guaranty Corporation (PBGC), and the District of Columbia Public Schools (DCPS), FMS begins providing a range of library and facilities management services including audits and inventory of DCPS facilities programs, and warehouse, mail room, and inventory management.

FMS grows its portfolio of IDIQs and BPAs contract awards

With IDIQ and BPA wins at the U.S. Department of Homeland Security (DHS), Dallas Finance Center (DFC), Immigration and Customs Enforcement (DHS/ICE), DHS/HQ, and at the U.S. DOS, Global Financial Services Center (GFSC), and at the DOS Bureaus, FMS manages a workforce of 250 professionals including accountants, finance managers, auditors, budget analysts, management analysts, procurement specialists, technical writers, information technology specialists, systems analysts, and database developers.

Having successfully graduated from the SBA 8(a) program, FMS wins IDIQ and BPA contracts at DOJ, DHS, U.S. Treasury, HHS, NIST, NIH and DOS for airline audits, grants management, accounting, financial management and information technology services

Audits at DOJ and DHS:FMS conducts over 300 airlines recovery audits for compliance with the Federal user fees regulations dealing with the collection and recordkeeping guidelines and the reimbursement of funds to the Federal government for the fees on inbound passengers. Our recovery audits resulted in the reimbursement of over $200M to the Federal government.

Grants Management at HHS, Treasury, NIST, and DOJ: FMS provides full life cycle grants management support for the evaluation, processing, monitoring and closeout of grants. We implement internal controls, and develop finance and administrative policies, procedures and programs.
